European bank for reconstruction and development (EBRD) issued “Comparative assessment” in 2012, that places Montenegro as the first, among the countries of the region, regarding mobile users penetration, mobile broadband penetration and overall access. Mobile broadband is rapidly growing, and, with 13.7/100 citizens, is higher than double average value in the region (Serbia, Bosnia and Herzegovina, Croatia, Macedonia, Albania and Turkey).
One of the methods to evaluate growth potential of the broadband is investment in examination of the Internet use in the light of broadband penetration. Regarding this, Montenegro is in better position compared to the other countries, except Croatia, because all of the countries of the region deal with high level of population that uses the Internet compared to low level of broadband penetration. For example, in Albania, among 50% of the citizens that use the Internet, less than 10% are connected to broadband. In Montenegro this proportion is approximately 50-30.
